Joachim von Ribbentrop along with other German dignitaries sat down with the Italian foreign minister and his dignitaries, to work out and formulate the Pact of Friendship and Alliance between Germany and Italy. Previously Hitler had been assured of Mussolini's and Italy's support, thanks to their shared ideals. However recent events concerning the arrest of Mussolini and the downfall of the Italian Fascists, had alarmed the Fuhrer and he had been slightly taken aback and angered, when the new Prime Minister Cesare had begun to reverse Mussolini's policies. However despite the setbacks in the idealogical sphere, Hitler still knew that he would need Italian support in the years to come, and saw the value of supporting a strong Italy. So Hitler had contacted Cesare, and after assuring the Italian Prime Minister of Germany's continued support, they had both agreed to have their foreign ministers work out a more formal alliance to cement Italo-German relations.

Ribbentrop after sitting down and exchanging greetings with his Italian counter-part, said "We have come up with a draft of the Pact between our two nations. Take a look. I hope it proves acceptable to the good people of Italy."

The draft, summarized read:

Article I:
 
Germany and Italy are to stay in communication with one another, in order to 'come to an understanding of all common interests on the European situation as a whole'.
 
Article II:
 
Italy and Germany are obliged to follow a similar foreign policy eg; Italy and Germany agree, in the event of any 'international happenings', to enter into mutual consultation.
 
Article III:
 
The signatories promise the full military support of the other should the other country go to war.
 
Article IV:
 
Confirmation of the intentions of Article III, to encourage the establishment of greater cooperation in 'the military sphere and the sphere of war economy'. This article will support greater communication between Italy and Germany in order to achieve economic and military cooperation.
 
Article V:
 
The signatories will be compelled to agree to all future armistices, further supporting increasing military planning between the two signatories.
 
Article VI:
 
The signatories will recognize the importance of maintaining relations with countries which are friendly towards either Italy or Germany.
 
Article VII:
 
The Pact of Friendship and Alliance between Germany and Italy will come into force upon completion and will last until 1949.
 
Secret Supplementary Protocols:
 
Section 1: The signatories will be compelled to quicken their joint military and economic cooperation.

Section 2: The committment the two signatories to cooperate in 'matters of the press, the news service and the propaganda' to promote the power and image of the Axis. To aid in this, each signatory is to assign 'one or several specialists' of their country in the capital city of the other for close liaisons with the Foreign Minister of that country.

"Of course" said Ribbentrop "This agreement would be made in the understanding, that neither of us will be going to war anytime soon. So as not to force either party to go to war unprepared."

A Luftwaffe Major showed Johan Baker the Flak Artillery weapons the Netherlands would be purchasing.

"Well Herr Baker, what do you think? I believe the Dutch government will find these quite useful. We are willing to give you a demonstration, if you need to see them in action first hand."

" A demonstration will be very usefull" Johan said before turning back to Hanz Spree "I was asked by my prime minister to get a package delivered to Hitler, can you take care of that?"

I thought I would be receiving a declaration of war, it is good the Fuhrer sees Italy's importance, though I have to say if this propaganda cooperation is aimed at undermining the Recent Italian political changes, you will find difficulty in this area, We do not mind promoting the Axis and its goals." Cesare said, he knew his allowance of Jew Amnesty would not be seen as great, but it had many benefits for Italy, meaning more Jewish businesses and influxes of Oppressed Jews seeking asylum. This ensured that Jews would at least could not escape Europe had a place to go.

It also amused Cesare greatly that even knowing this that Germans had still chosen to try and ally with them, Italy was becoming something of note. It would soon be time to unveil the Empire.

"I assure the King shall agree with these terms, however we must also ask that Germany fully recognize Libya and Abyssinia as Italian territories in full." Cesare finished, taking up a pen preparing for signing.

Cesare shook his hand and signed.

Cesare had plans, he would begin the transfer to an Empire with the inauguration of Victor Emmanuel III as the Emperor of the New Roman Empire and the Senates formation.

"This has been a pleasurable visit Signore, Let this alliance be prosperous." Cesare finished,"Now how about we fetch something to eat?"

The rest of the day was spent showing the dignitaries around Rome, and time was spent eating at some of the best restaurants in then city.

Cesare told of his plans to fund schools and universities as well as ones of the Arts as well, in hopes of bringing back Italy as a major center of arts music in cuisine, his talks though brief painted a new Italy, a cultural center that would be the envy of the world, the foods they dined on helped cement that image something for them to take back with them after this trip.

Ribbentrop and the other German dignitaries listened with respect for Cesare's vision of a new Italy. Though they were amused at Cesare's ideas of making Italy a world cultural centre, as the Germans believed that German culture was superior in all aspects, they were impressed with Cesare's drive and determination. Of course during the tour the Germans showed nothing but respect and admiration, complimenting Cesare on his achievements.

On the way back to Germany, Ribbentrop felt satisfied. They had secured an alliance with Italy, and if Cesare proved successful in his endeavours Italy would become a valuable ally. It was true Cesare had certain misconceptions in the German's minds, but it was believed such things could be fixed, reasonably and civilly at a future date. For now however, Germany was one step closer to fulfilling it's plans...and attaining it's revenge.

Prime Minister Fumimaro Konoe sat in his private plane, taking a sip of sake to calm him nerves. He generally did not partake in the drink except on special occasions, but he needed it right now. For he was on his way to the United States of America for the first civil discussion solely between Japan and America in several years.

Fumimaro was no fool, and neither was the Emperor; a war with America would prove to be a formidable obstacle against Japanese dominance. True, there had not been many direct confrontations between the two powers; but the animosity was still present over...recent actions undertaken by Japan. But Fumimaro knew the recent peace talks with China was something he could use as a powerful bargaining chip, to prove that the Japanese weren't 'belligerents' and to alleviate fears of attacks on American soil by Japan. He knew that if the Americans didn't personally feel threatened by Japan, they wouldn't enter the war; such was the mindset of the American people, a wise mindset indeed.

"Just a little longer, and I can hand over the reigns to him. I had my own plans for this nation, but I cannot continue them any further; he needs to take this nation in the right direction, and he knows exactly how to do it." Konoe thought, taking another sip of his sake as he thought of the man who would soon succeed him

Victor Emmanuel had spent the past week with Cesare, planning and preparing the shift to the new Government, leaving Victor's inauguration as Emperor to happen after the formation of the Senates.

"The gears are turning your Majesty, the beginnings of a new Empire are just over the horizon, the Dawn of a new Italy, a New Rome will be at hand." Cesare said,"Just need to get past... these ...politica stupido...."

"Yes I know We have elections for the Imperial Congress soon, across all the compliant members states, I am surprised you convinced them to stay after Benito's damages." Victor noted.

"Yes about that, Abyssinia would only cooperate after one final agreement, After the Senate is formed and you are inaugurated as Emperor, Benito must be executed." Cesare said calmly.

The two looked at each other and nodded, "More than a fair trade, I guess Benito will have his dream of a stronger Italy, his death will cement the new foundation you have helped me build Cesare, the plans you laid down shall be realized with due time."

The two then left talking about military actions and such, having the Military remove most of its presence and begin training the new member states armies to combine with their own, soon they would have a force to be reckoned with.

After Italy healed it would expand, like the Rome of old, but its aspirations would be greater, there was a whole continent beneath them for the taking, and weaker countries to either side who could use the greatness Italy could bring to their borders. The Conquest would come.....with time.

Hitler recieved the mysterious package sent by Johan. Curious, he opened the package and found a message, which was sent by the Dutch Prime Minister. The contents summarized were a proposed treaty, which read:

Hitler smiled "So Herr Jan de Geer is planning a coup. This is good news indeed."

Hitler summoned his Foreign Minister von Ribbentrop, and began to make arrangements. Ribbentrop would fly to Amsterdam, officially to ease Dutch concerns about German aggression, but would meet with the Dutch Prime Minister secretely to sign the pact into force, which would become public after the coup. Ribbentrop was also authorized to discretely offer German assistance to Dirk Jan de Greer in his coup. Ribbentrop would then fly to Budapest, Bucharest, Sofia, Rome and Tokyo to fill in the respective governments. With the impending alliance with the Netherlands, and recent cementing of relations with Italy, Hitler believed it was soon time to tie all of Germany's allies to a formal German-led alliance.
