Japanese and German representatives met around a table for one of many alliance negotiation meetings in Japan, this was not the first meeting, but its importance was paramount to the arms industries of both nations.

"Today's topic shall be industry," Naoki Hoshino, Head of Japanese Economic Development, spoke "as you are well aware; Japanese industry levels have skyrocketed in the past few years, especially in the arms industry; where war funding continues to provide jobs for the people and new resource centers allow for increased manufacturing. However, while we may be getting a surplus in quantity..."

Naoki brought up pictures of Japanese Chi-He tanks and SIG Bergman 1920 submachine guns were brought up, both looking like they belonged in World War I.

"Quality has been a difficult goal to achieve, especially with our lack of experience in some areas such as tanks. Japan was hoping to be able to purchase German military equipment and to be leased German engineers for both arms and other purposes. Of course, we'd be willing to pay for these services."
"You accept darkness, yet choose to live in the light. So why is it that you loathe us who teeter on the edge of nothing? We, who were turned away by both light and dark - never given a choice?"

Within the Headquarters of the Italian Arms Manufacturer Beretta, there was a meeting, between Military officials and Company representatives of the Arms manufacturers.
It seemed the discussion had already begun, a Military official was speaking.

"...We can't equip our men properly with what we have, And Mussolini is possibly pushing for an invasion of Egypt. What we need is to get our men properly equipped, but We don't have the money." He finished.
"Well We have been selling arms to the Japanese, only what we could afford to sell, our Carcano Rifles." The Weapon Manufacturer said.

"The Carcano is also what we are supplying our Forces with, but it is not an effective gun for the opposition we face. We want a better gun developed, something more reliable for our forces than the Carcano." The Military Officer replied.

"We know, We have already developed a better round, but making the rifle has proven expensive, with most others already having better guns, We cannot afford to start producing a new gun...Our only Market would be here and so We would not have an appropriate profits..." The representative said.

There was a moment of Silence, They were left thinking, The military official then thought about the Berreta guns, and the Modello 38.

"Well then sell other things to compensate, The Modello 38 is quite popular for the troops, and our allies would be more than happy to purchase them from us, and I am sure they would pay top dollar for its quality, Your profits from that could fund the new Rifles we desperately need."

Then the Beretta Representative spoke,"But we currently have contracts with you, how can we get other buyers, while we are still fulfilling contracts to the Italian Army....But...I think I do see a point there, if we open it up to our allies, we can compete with their companies, and secure more jobs."

"We need their investments then it seems, also We should see about the Japanese buying as well, I have no doubt they would want it as much as the Germans do, and the income would mean more production and more jobs, More Jobs means we can equip our soldiers, and Italy needs this, especially while we are establishing our territory in Africa." The Official ended.

They were all in agreement it seemed, the Companies saw Profit, and the Military officials saw a chance to improve their forces.
Arrangements were made and the would see about allowing German Forces to Purchase the Modello 38s as well as the Japanese, who they would be sure to continue selling Carcanos as well so they could focus on developing a new Rifle.

The German officials quickly discussed it amongst themselves, before saying "We believe this can be arranged, Mr. Naoki. We have a significant surplus of Panzer I's that can be sold at a very affordable price, and we can arrange the manufacture and sale of some of our Panzer II's, as well as MG 34's. We will lease to you military advisors, to help train your military in the use of this equipment. Delivery of your orders will take about two or three months, along with the accompanying specialists."

>October 24, 1938

>Stockholm, Sweden

Swedish Prime Minister Per Albin Hansson sat by a table in a room, with a number of high-ranking military officers in front of him and his Foreign Minister Rickard Sandler and his Minister of Defence Janne Nilsson to his sides. On the table was a large map of Europe with heaps of different reports and statistics papers spread across it. Hansson looked at the papers direct in front of him. This meeting had been going for only an hour, and he ha already gotten this much paper thrown at him. He sighed and looked at the men in front of him. "So, in short, gentlemen, what is our situation?"he asked, referring to how they were standing militarily and politically.

"We are not ready for a war, Sir."Sandler responded with a worried look in his eyes. "Most of our equipment is from the Great War or even before it, and we do not have large enough quantities of our new models to supply our entire army. Just about everything designed during this century is in far too low quantities. We should increase our number of M/1938 rifles and m/37 submachine guns by at least thirty per cent by the middle of 1939 to supply our army better. And we only have fourteen tanks. We should raise that number significantly as soon as we can. At least triple it by 1940."

"Why not produce even more?"Hansson asked.

"That would make it seem like we are preparing for war, Sir."Sandler responded.

"Aren't we?"

"Well, yes, but only for defence. Our best bet would be to avoid war."

"Indeed."Nilsson said with a nod in agreement. "Should it come to war, we should attempt to keep our stance of neutrality, but we should stay at good terms with Germany. We should keep selling ore to them, it will work a bit like a bargaining ship."

"How do you figure?"Hansson asked.

"Well, you see, Germany is right now buying iron ore from us as you know, and it is very valuable to their war machine. If we stop providing them with ore, I am certain they will just invade us and take it anyway. But Hitler is not dumb. He knows that should it come to war, if he occupied Sweden, the Brits would take every chance they got to bomb away our iron mines, and so Germany ends up with no ore after all."Nilsson explained.

"I see. You make a good point, Nilsson."Hansson said. "We keep our neutrality, but stay on Germany's good side."

The meeting ended shortly after, and the men went to their other daily duties.

Keep calm and move along.

>October 24, 1938

>Stockholm, Sweden

Meanwhile, in another part of the city, hundreds of people in brown shirts were slowly entering the large meeting room of the NSAP, only to notice that something was different. The large, red banners with the swastikas had been removed, and in their place hung some kind of blue banners, rolled up to the ceiling so they couldn't see what was on them. And they also noticed that Sven Olov Lindholm, their leader, was standing on the stage, but he was dressed in a dark blue shirt instead of a brown one.

As the room finally filled up, the crowd silenced as Lindholm cleared his throat in the microphone. "Gentlemen."the man began to speak. "Brothers. Fellow Aryans. You may have noticed some changes with both me and the room. You see, we have from our foundation followed the example of the German NSDAP. However, this party is destined for greatness, and such we will need our own identity for the history books."he said.

The man then drifted into a ten-minute speech about how they had to distance themselves from the NSDAP and create their own identity in order to not be confused with the Germans when they wrote about their victory in the history books.

"And such, this part is no longer Nationalsocialistiska Arbetarpartiet."Lindholm said. Then the banners rolled out again along the walls, showing them to be fully blue with a new symbol in the middle of it. "This is now the Svensk Socialistisk Samling; the SSS!"he said. The silence of the crowd broke as it was replaced by a sea of clapping hands. Lindholm could see that the change was welcome for the vast majority of the members. "Now..."he continued. "As we are the SSS, and not the SA, we should no longer wear these brown shirts, but instead you will all requisition a blue shirt of similar design and blue shirts shall be worn by all members within a week's time. Anyone who wears a brown shirt after that will not be let in here or any other of our meeting places."he said.

The man then stood up straight and looked at the crowd. "Now, onto more serious concerns. It seems our weakling of a prime minister, Per Albin Hansson, is going to keep Sweden on a neutral stance and leave our Germanic brethren to fend for themselves in the coming war."

"What about the Italians and the Japanese?"one of the members of the crowd shouted.

"Even worse."Lindholm said with a smile, making a large part of the crowd burst into laughter for a few moments. "Anyway. Our party is large and strong, but not enough for this puny democratic society. The majority of the Swedish people is evidently too cowardly to take its rightful place as the master race. It will take far too long to sway the populace to our side. We must use other means to rise to power."

"Storm the parliament and take it by force!"one of the members screamed, making a lot of people around him nod in agreement.

"Then we'll put those filthy Bolsheviks in their place!"another member yelled out, to which many other members gave agreeing cheers.

"Please, gentlemen, calm down. Calm down."Lindholm said, smiling at the enthusiasm and initiative of the party members. "We will take it. And we will put Ivan on his place, but Sweden is not yet ready for war, and we are not yet ready for a coup. We need outside support. We need German support. Then we can act."

Joachim von Ribbentrop, the Foreign Minister for Germany, sat patiently in the waiting room in the Swedish NSAP's headquarters. He had been told he would be seen shortly...half an hour ago. This was not quite what he expected, especially from Sven Olav Lindholm's staff, but he bided his time. His job required patience, and this meeting was important, so he would wait.

It has come to my Fuhrer's attention that your SSS is growing in support and popularity, but is finding funding and other means of support difficult to procure currently."
Lindholm was sitting in a chair behind a desk when Ribbentrop entered the room. The man returned the salute in a more casual way, simply raising his hand above his shoulder rather than stretching out his arm. "Herr von Ribbentrop."Lindholm said, then gestured toward a chair in front of his desk. "Please, have a seat."

Ribbentrop walked over to the chair and sat down. He then noticed that to his right sat an almost grossly overweight man in a couch and looked at him. He was wearing the dark blue shirt of the SSS, together with a pair of black pants and black shoes. His head was bald and his large chin, which rested on his chest, was clean-shaven. His face was brightly red and his forehead was covered in sweat, showing of high blood pressure. On his nose rested a pair of small, round glasses which reminded of Heinrich Himmler's. His hands were tied together across his lap as the man leaned forward in the couch.

"It is good to finally meet you, Minister."Lindholm started. "I feel honored that my actions have been noticed by someone as important as the Führer. It is true that the SSS is growing , and we are gaining more influence with each passing day. However it is also true that we have...issues. We are growing very slowly, and the democratic fools in the government are trying to keep us from gaining control, and decrease the support for our cause."

Lindholm paused as the large man in the couch made a loud cough. Then he continued speaking. "Sweden is in pain, Minister. She has been infected by the Jewish parasite. There are even Jews in government positions, and I am certain they are the ones pulling the strings, and our prime minister is too weak and cowardly to do anything about it."he said. "I am convinced that the Jews are noticing that the SSS are becoming a threat to their power, and are trying to get rid of us. They have corrupted the minds of the Swedish people, and it would take many years to sway enough of them to our side for us to get to power the same way the Führer did. Too many. I am sure both you and the Führer understands what needs to be done, and we in the SSS would like to ask for any support the German Reich can spare."

Keep calm and move along.

We will provide the SSS with arms, funding...and even support from the Wehrmacht. We will help Sweden become great again, and in doing so help promugate the rise of the master race. All we ask for is an alliance with our Aryan brothers, preferential trade partner status and continued to your iron ore, and for Sweden to stand with the Reich against the communists, the inferior races...and even possibly Great Britain and France, should it come to it."

The Beretta Company had received the telegrams, and had prepared itself accordingly. It was to prepare a Demonstration to show the effectiveness of Modello 38, and if the contracts were secured they could begin hiring more workers.

They had already began diverting most of the Carcano production towards Japanese sales, and divert funds to making the already developed rifle Modification for the Carcano to bring it up to the standard other nations had set.

A Reply was sent to both Nations.

Interested Parties,
We would be glad to recieve you soon for a demonstration and discussion into arms contracts of the Modello 38 submachinegun. We are sure you shall be pleased with the quality of our weapon. It should serve your forces well, as it is our finest development yet. We shall be pleased to see your representatives soon, within the month hopefully. Shall an arrangement for the 17th suite you. Let us know. Gratzi.

"Any news from Venezuela?"

"There has been progress on the political front, but not by much. Economically speaking though...the country is in serious debt because of its investments in oil wells. We've been steadily buying a lot of that debt over the course of months. If we keep this up, we'll be in position of placing the whole country in bankruptcy just by collecting that debt. They'll be forced to either sign an exclusivity contract with us, or to simply get annexed so the debt gets 'pardoned'."

"And our railway network?"

"Progressing steadily. Foundation work is being done at a steady clip. Some sections have even started laying down rails already, but it's still a very small number."

They had already began diverting most of the Carcano production towards Japanese sales, and divert funds to making the already developed rifle Modification for the Carcano to bring it up to the standard other nations had set.

A Reply was sent to both Nations.

Representatives from the Wehrmacht stood with Beretta representatives as they came to the firing range, to observe the Modello 38's capabilities for themselves.
Representatives from Imperial Japan, similarly, stood next to the Wehrmacht. Interested to see what their latest weaponry acquisition was capable of and how it would aid in assuring Japan's dominance.

The Beretta Representative, a man of medium height and with a clean cut face began speaking. "The Modello 38 was developed last year and production began this year, it uses  a long barrel with a cooling sheath to maximize air cooling under duress. It fires at 600rpm and has s second trigger for selective fire, the primary trigger fires fully automatic, and the second trigger allows for single round shots. The Round is the 9x19mm Parabellum a round our German friends here should be fully aware of, so Germany should have no problem getting ammunition for these weapons."

The man smiled, several veteran Italian soldiers awaited instructions to begin, but first he continued speaking" We have found our design to be quite accurate among weapons of its class and so marksmen should be able to make use of this at mid range, and it is effective up to 200 meters which is quite accurate for a weapon of its type, Now we shall begin."

The Soldiers prepared, several targets had been placed on the range, in a order of increasing range increasing in meters by 50.

The first Soldier demonstrated fully automatic at 50 meters, managing to be very precise, and the impacts were all extremely close to one another, showing it to be very accurate at the closest target.

The next target at 100 meters had similar results but this time the gun was fired in controlled bursts, maximizing accuracy, then a full auto burst was used as well the bullets still all impacted the target.

At 150 meters controlled bursts were used keeping the bullets on the target and a close clumping of the bullets was still observed.

The Grand Finally was the Target at 200 meters, which was fairly far for a submachine gun especially to boast effectiveness at this range, the Soldier fired single shots first hitting the target dead center, then peppered it with controlled burst still having a noticeably effective clumping that was more spread than the previous targets but still on target. Then Fully auto was used peppering the target with every round with a decent spread, that didn't miss the target.

"Well if anyone wishes to try one you may, and as you can see the weapon shows the quality of our arms, and the pride put into its construction. The Weapon has been known in good hands to still be fairly accurate beyond that range, but only with single shots and adjusting the shots to maximize accuracy."

With that he allowed the Representatives to make observations.

The Japanese, to say the least, were impressed with the weapon.

Johan Bakker, a Diplomat of the Dutch Government was getting into his car towards Hamburg.
He knew relations were tense with the NSDAP but the Prime minister himself had told him that the trade talks had to succeed.
"We do indeed need AA guns, but to buy them from the country that has been hostile to it's neighbours, I don't think this is going to work."
A tall man sat down next to Johan. "But it's not my call to make, I just have to make sure we get atleast one prototype back for testing so we can actualy figure out how many we need."

The Japanese, to say the least, were impressed with the weapon.

"This 'Parabellum' round, what differentiates it from other rounds?" An official asked
"Parabellum, simply means 'Prepare for War' in Latin, The round is easily manufactured and was developed by our German Allies before the Great War, It is quite Popular and we thought its use would prove sufficient, It produces enough impact to kill targets and the round is very cost effective." The Representative replied.

"Then you shall have it" said von Ribbentrop, smiling "The Fuhrer is equally disgusted by how much the Jews have weakened Sweden, a nation the German Reich shares an Aryan kinship with.
"And I happily accept."Lindholm said, returning the smile. "However, the Swedish army is currently weak to a point of being simply pathetic, and our military infrastructure is too small. Once the SSS seize power, we will need to build up and upgrade both before we can provide any assistance of actual importance. Should we seize power before the end of the year or yearly next year, I think we should have scaled up our military power enough by late 1939, and from then on continue to produce more arms and armour. I'm sure you understand."

Keep calm and move along.

The Wehrmacht reps were impressed as well,  and a few of them showed interest in trying out the weapon for themselves, to get a feel for the weapon.

"Do not worry about such things, the Reich will aid Sweden in rearmament" said Ribbentrop.

"Excellent. Such help is most welcome."Lindholm said with another smile. He then rose from his seat and stretched out his open hand towards Ribbentrop. "I believe we have come to an agreement, then."

Ribbentrop shook Lindholm's hand "We have an agreement Herr Lindholm. Welcome to the Axis, we'll formalize our alliance the minute your party takes it's rightful place."
